
THE NEW YORK COUNTERDRUG PROGRAM
In New York State, our service members are assigned as Drug Demand Reduction Outreach (DDRO) Civil Operators who play a key role in educating communities and strengthening prevention efforts. Using evidence-based data, these operators serve as vital links between law enforcement agencies and local organizations such as grassroots prevention coalitions, county health departments, and Crime Analysis Centers.
By applying the Strategic Prevention Framework, DDRO Civil Operators help guide effective drug intervention strategies, coordinate overdose response initiatives, and support the planning of prevention projects. Their work not only promotes collaboration, but also helps build the capacity and sustainability of community-based efforts to reduce drug misuse and its impact across the state.

THE ROLE OF THE DRUG DEMAND REDUCTION ANALYST (DDRA)
A service member assigned to the New York National Guard Counterdrug Program as a Drug Demand Reduction Analyst (DDRA) plays a critical role in supporting data-driven strategies to combat substance misuse. The DDRA utilizes statistical analysis and information validation to coordinate the dissemination of overdose statistics, significant drug seizures, and narcotic threat alerts, directly supporting Crime Analysis Center initiatives.
In addition to responding to information requests from law enforcement agencies and community organizations, the DDRA contributes to intelligence and analysis services with a focus on overdose response, collaboration with High Intensity Drug Trafficking Area (HIDTA) Overdose Response Strategy (ORS) teams, and broader overdose awareness efforts. These actions enhance the capacity and long-term sustainability of community organizations and partnering agencies to effectively address the evolving drug threat across New York State.
OUR COMMUNITY EVENTS
**The NYNG CDP does not conduct intelligence activities. National Guard members support the criminal information analysis activities of Law Enforcement Agencies. Criminal information shall be maintained on LEA systems (i.e. shared drive, email server) at all times.**
